Josephat Mwatotele
Interim CEO
Josephat Mwatotele
A solution-driven strategic leader, Josephat joined the Association in August 2024. He has been involved in the financial sector for over 20 years in different areas ranging from capital market development, research and policy analysis, portfolio management and strategic management.
Josephat holds a B. Econ and Masters of Int'l Relations and Strategic Studies. His specialist knowledge are in the areas of private equity, financing, investment analysis, strategy development, stakeholder management and special projects management.
Josephat is a Certified Director from the Institute of Directors in South Africa and served on the Boards of several prominent Namibian companies as non-Executive Director.
Dr. Meameno Johannes

Dr. Meameno Johannes
Dr. Johannes-Indongo has over seven years of experience in the financial services sector, with significant exposure to financial sector development, sustainable finance and financial literacy. She leads research involving industry-wide data collection and the translation of market data into evidence-based policy insights. Her work spans national pension reform, infrastructure investment, ESG initiatives and financial literacy programmes. She holds a PhD in Economics and has completed an ESG course with Bloomberg as well as an Equity Valuation course, and has worked closely with regulators, development partners and industry stakeholders across the public and private sectors.
Aina Ekandjo

Aina Ekandjo
Aina has over eight years of experience in economic research, with a strong focus on policy and regulatory analysis. She brings experience across local and multilateral development organisations, particularly in partnerships and stakeholder coordination, resource mobilisation, data collection and analysis, and policy and regulatory research and review. At NaSIA, she is responsible for conducting research and analysis on current and emerging policies, legislation, and regulatory frameworks affecting Namibia’s non-bank financial institutions to ensure alignment. In addition, she provides technical support and advisory services to sub-committees and working groups on laws and regulations governing Namibia’s financial services industry. She holds a Master of Science in Economics from the University of Namibia and has completed an ESG course with Bloomberg through the NIFA Academy.

Hileni P. Ashipala
Hileni P. Ashipala is a strategic legal and compliance professional with over 12 years experience in shaping policy, regulation and institutional compliance. An admitted Legal Practitioner, she bridges legal precision with business and regulation foresight to enable forward-looking decision-making. She holds a LLM and PGDip in Drafting and Interpretation of Contracts amongst other qualifications. Her experience spans legal practice, legislative drafting, financial sector policy reviews, and stakeholder engagement, enabling collaborative relationships to strengthen compliance, manage risks and achieve sustainable outcomes.

Godfrey Haixuna
Godfrey has over 5 years experience in the financial services sector, with significant exposure to asset management and insurance industries. His expertise spans policy and regulation, governance, risk and compliance, economic research, financial analysis, and portfolio management. At NaSIA, he provides technical advice on laws and regulations governing Namibia’s financial services industry and advocates for policy frameworks that benefit both the industry and consumers. He holds an MBA (Finance) from the University of London and certificates in Risk and Compliance Management from UCT.
